Planning a corporate event in Dubai: venues, timelines, budgets
Dubai hosted 481 business events backed by its convention bureau in 2025, 9% more than a year earlier. Hold the venue about 16 weeks out, keep the date clear of summer and Ramadan, file the DET permit early and build the budget around the venue's minimum spend.
Key takeaways
- The comfortable window for a corporate event in Dubai runs from November to mid-March; from June to the end of September temperatures regularly pass 40°C.
- Ramadan 2027 is expected from around 8 February to 8 or 9 March, and Gulfood runs at Dubai World Trade Centre and the Dubai Exhibition Centre on 15–19 March, so early 2027 has fewer free weeks than the calendar suggests.
- A business event in Dubai needs a permit from the Department of Economy and Tourism through the e-Permit portal, with every performer named, and the permit is issued within five business days of approval and payment.
- Plan from 16 weeks out: date and venue first, the permit and talent by week eight, then the guest list, consent wording and press plan before invitations go.
- The venue's minimum spend usually sets the floor of the budget, and room rates carry surcharges: partner hotels for a 2025 international meeting in Dubai listed 7% municipality fees, a 10% service charge, AED 20 Tourism Dirham and 5% VAT per room per night.
- UAE law lists photographing people without their consent among the ways of invading privacy, with fines from AED 150,000, so collect consent before the night, not after it.
A corporate event in Dubai works best between November and mid-March, outside Ramadan, in a venue held about 16 weeks ahead, with a Department of Economy and Tourism (DET) permit filed through the e-Permit portal and a budget built around the venue's minimum spend. The calendar is getting busier: according to Dubai Media Office, Dubai hosted 481 business events supported by Dubai Business Events, the city's convention bureau, in 2025, up 9% on 2024.
This guide is for founders, marketing directors and event leads planning a launch, conference, client dinner or year-end party in Dubai. By the end you will have a venue shortlist by type, a permit checklist, a date window for 2027, a 16-week timeline with owners, the budget lines to price, and a plan for guests, press and consent.
When is the best time to hold a corporate event in Dubai?
The weather sets the season. The National reported in early November 2025 that daytime temperatures in Dubai were expected to fall below 30°C that week, and that UAE winter typically runs from late December to mid-March. From June to the end of September temperatures regularly exceed 40°C, which rules out most outdoor formats.
Summer also slows the build. The UAE's Ministry of Human Resources and Emiratisation (MoHRE) bans outdoor work in direct sunlight from 12:30pm to 3pm between 15 June and 15 September; 2026 was the rule's 22nd year. A stage or marquee built outdoors in those months loses the middle of every working day.
Ramadan 2027, holidays and trade shows
Ramadan moves the window every year. The UAE's Astronomy Centre expects Ramadan 2027 to begin around 8 February and to last until 8 or 9 March, as reported by The National, and Khaleej Times expects the Eid Al Fitr holiday from 9 March. During the holy month the city's social life moves to iftar and suhoor, so a client evening in that period usually works better in one of those formats than as a launch party.
Public holidays change who can attend. Khaleej Times lists the expected 2027 dates: New Year's Day on Friday 1 January, Arafat Day and Eid Al Adha from around 15 to 18 May, Hijri New Year around 6 June, the Prophet's Birthday around 14 August and National Day on 2 and 3 December. Most depend on the moon, so treat them as expected dates until the government confirms them.
Then check the trade-show calendar. Gulfood runs from 15 to 19 March 2027 at Dubai World Trade Centre and the Dubai Exhibition Centre, a few days after the expected Eid holiday, and a show of that size takes hotel rooms and crews across the city. Dubai's hotel occupancy averaged 80.7% in 2025, according to DET data reported by Gulf News. If your event sits next to a show on purpose, our guide on how to stand out at GITEX and other Dubai exhibitions covers that playbook.
For the 2026 to 2027 season, the usable weeks are November to the first week of February, then late March onwards for indoor events, once Eid and Gulfood have passed.
Which corporate event venues in Dubai suit which format?
Venue choice decides most of what follows: the permit route, the alcohol rules, the production bill and guest travel.
| Venue type | Suits | Check before you sign |
|---|---|---|
| Hotel ballroom or terrace | Conferences, awards, gala and year-end dinners | Minimum spend, surcharges, in-house AV terms, tent permit for lawns |
| Dubai World Trade Centre | Large conferences and exhibitions, side events | Show calendar, build and breakdown days, catering terms |
| Expo City Dubai | Summits, launches, large outdoor gatherings | What the listed price includes, guest travel time |
| Gallery or cultural space | Product reveals, art and design launches, collector evenings | Capacity, alcohol licence, load-in hours, insurance |
| Beach club | Brand parties, creator events, spring and autumn launches | Season, sound limits, licence, buyout terms |
| Desert camp | Incentive trips, team retreats, experience dinners | Transport, weather, power, site approvals |
| Yacht | Small client hospitality, VIP previews | Vessel capacity, sea conditions, operator licence |
Hotels remain the default for conferences and dinners because one contract covers the room, the kitchen, the staff and the guest rooms. Many quote event space as a food and beverage minimum spend rather than a hire fee, which means the menu, not the room, carries the cost.
According to Dubai Media Office, Dubai World Trade Centre (DWTC) hosted 401 events in 2025 and welcomed 2.97 million attendees across its two venues, the Dubai International Convention and Exhibition Centre and the Dubai Exhibition Centre at Expo City.

Expo City Dubai is the newer option, with spaces from rooftops and parks to conference halls. Its venue page lists starting prices from AED 10,000 for spaces such as Jubilee Park and Terra Wonder Lab up to AED 90,000 for C3 Plaza, as of October 2026. The page does not say what each price covers, so ask for the inclusions.
Galleries and cultural spaces suit a reveal, where the object is the point of the evening. Beach clubs, desert camps and yachts add logistics: transport, power, weather and, on a yacht, a hard limit on numbers. Whatever the type, check the venue's alcohol licence before you sign.
Which Dubai event permits do you need?
As of October 2026, DET requires a permit for any venue or organiser running entertainment, sport, charity, religious or business events, and applications go through the e-Permit portal. The applicant must be a registered event organiser or company based in Dubai. Free zone companies can only hold events inside free zones, while companies licensed in Dubai can hold them on the mainland and in free zones. If your company has no Dubai licence, the venue or a licensed organiser files for you.
Gather the DET e-Permit documents
For every event, DET asks for a passport copy of the event organiser and a no-objection certificate (NOC) from the venue. Some event types have extra requirements.
Name everyone on stage
The application lists event managers, participants and performers, with full names in English and Arabic, contact details and passport numbers. New performers also need their profession entered.
Pay before review
DET considers an application only once payment has been made in full. The fee depends on the event type and category.
Allow five business days
After approval and payment, the permit is issued within five business days. Selling tickets needs a separate ticketing permit for each ticketed event.
Several approvals sit outside the main permit.
- Alcohol. According to Gulf News, alcohol in Dubai may be consumed only at licensed restaurants, lounges and bars, public drinking is prohibited and the legal drinking age is 21. Ask the venue in writing whether your event needs a separate approval, who applies, what it costs and how far ahead.
- Tents. A marquee needs DET's temporary tent permit. Only hotel operators can apply, the application needs Civil Defence and Dubai Municipality approvals, and DET lists the price at approximately AED 5,000 to AED 15,000 a month.
- Drones. Under Dubai Law No. 4 of 2020, drone operations need a licence from the Dubai Civil Aviation Authority (DCAA), and operators must avoid violating people's privacy. Book a licensed operator.
- Creators. As of October 2026, individuals who advertise on social media in the UAE for a business they do not own need an Advertiser Permit, now issued by the National Media Authority, a rule in force since 1 February 2026 for paid and unpaid promotion. Visiting creators registered with a licensed advertising or talent agency can get a visitor permit. Ask every creator you invite to post for their permit.
This is a planning summary, not legal advice. Rules change, so confirm each approval with DET, the venue and your organiser before you commit spend.
What this means for planners: the permit clock starts with the venue. DET asks for its NOC, only hotel operators can apply for a tent permit, and the venue's licence decides whether alcohol can be served.
What does an event planning timeline in Dubai look like?
Sixteen weeks is a comfortable lead time for a launch, conference or dinner of a few hundred guests. It covers the permit, talent contracts and a full invitation cycle. A small dinner can run on eight weeks; a conference with international speakers needs longer.
| When | What gets done | Owner |
|---|---|---|
| 16 weeks | Objective, budget range, date checked against Ramadan, holidays and trade shows; three venues on hold | Client and agency |
| 12 weeks | Venue contract and minimum spend signed; production partner, concept and run of show; guest list drafted | Client, venue, production |
| 8 weeks | e-Permit filed with venue NOC and performer details; talent and creators contracted, their permits checked | Licensed organiser or venue |
| 6 weeks | Invitations out; press list; photo and video brief with consent wording; alcohol arrangements confirmed with the venue | Agency and venue |
| 4 weeks | RSVPs chased by email and WhatsApp; menu tasting; branding and print signed off | Agency, venue, client |
| 1 week | Final numbers to the venue; seating; press kit and embargoed release ready; permit in hand | Agency and venue |
| Event day | Run of show, consent notice at entry, photography and video, press and creator hosting | Production and agency |
| Day after | Thank-you messages, photo selects checked for consent, release and content out, leads followed up | Agency and client |
The table assumes the venue is free. Counting back 16 weeks from the expected start of Ramadan on 8 February 2027 lands on 19 October 2026, so a pre-Ramadan event planned from November runs on a compressed timeline. Hold the venue and file the permit first, and cut scope rather than the permit buffer.
What goes into a corporate event budget in Dubai?
Compare quotes line by line, not by total: six lines carry most of the cost, and the venue's minimum spend usually sets the floor.
Venue and minimum spend
Hotels often price the room as a minimum spend on food and drink. Expo City lists starting prices instead, from AED 10,000 to AED 90,000 as of October 2026. Ask what each figure includes.
Food and drink per head
The largest variable line. Ask whether each quote is net or subject to fees, service charge and VAT on top.
Production
Stage, screens, sound, lighting, branding and build days. Outdoor builds in summer lose the midday hours to the MoHRE ban, and in-house AV terms can limit outside suppliers.
Permits
DET charges by event type and category, and lists the tent permit at approximately AED 5,000 to AED 15,000 a month.
Talent and creators
Performers, hosts, speakers and creators, plus their travel. Each performer needs passport details for the permit, and each creator who advertises for you needs an Advertiser Permit.
Content and press
Photographers, video crew, edits and the press release, plus the consent work: notices, opt-out markers and time to check selects.
If guests fly in, rooms become a seventh line. DET data reported by Gulf News put Dubai's average daily room rate at AED 579 in 2025, up 8% on 2024. Room blocks carry surcharges as well: for the 2025 Kimberley Process plenary in Dubai, partner hotels listed their rates as subject to 7% municipality fees, a 10% service charge, AED 20 Tourism Dirham and 5% VAT per room per night.
How do you fill the room and get press coverage?
Senior guests in Dubai receive several invitations for the same weeks in season, so send a save-the-date at eight weeks, the invitation at six, and chase replies personally in the final ten days.
Treat registration as a campaign when numbers matter. For the ARTDOM Riyadh Art & Design Congress, an international design and collectible art fair in Saudi Arabia, we ran ads in English and Arabic, an Instagram chatbot with registration links, remarketing to people who had engaged but not registered, and WhatsApp remarketing to registered attendees in the final days. It drew more than 6,000 registrations against an initial target of 4,000 professional visitors.
Paid reach is not the only route. For the LUMISFERA candlelight concerts, lit by 3,000 candles, cross-promotions with cultural institutions, venue partnerships, local media mentions, influencer attendance and post-event PR releases reduced the dependency on paid traffic. Every concert sold out, with marketing costs at or below 10% of revenue.
Press coverage comes from planning the night around the camera. For the TUD TOY gallery opening in Dubai, built around a limited-edition, officially licensed collection inspired by Michael Jackson's legacy, Encore managed the gallery flow and staging around the drop reveal and a live art performance by the Arab artist Diaa Allam. Media and creators had clear moments to capture, and the guest list mixed lifestyle and luxury influencers, the art community, lifestyle and culture media, brand ambassadors and VIP collectors.
Build three things into the plan: a press moment early in the evening, before speeches run long; a photographer briefed on the brand's shot list; and a release with an image selection ready to send the next morning.
Consent is the part most teams leave late. Article 44 of Federal Decree-Law No. 34 of 2021 makes it an offence to use information technology to invade someone's privacy without their consent, and lists taking photographs of people in any public or private place among the acts. The penalty is imprisonment of at least six months, a fine of AED 150,000 to AED 500,000, or both.
- A consent line in the RSVP form covering photography, video and publication
- A notice at the entrance that the event is photographed and filmed
- A visible marker, such as a wristband colour, for guests who opt out
- A photographer briefed to avoid opted-out guests and to shoot crowds from behind
- Every select checked against the opt-out list before it goes to press or social
- Written consent from anyone featured in paid advertising
Next steps for your Dubai event
Start with the date, then the venue.
- Fix a date window that avoids summer, Ramadan, the expected public holidays and the big shows.
- Ask three venues, in writing, for the minimum spend, what it covers and the surcharges on top.
- Confirm who files the e-Permit and whether alcohol, a tent, a drone or creators need extra approvals.
- Write the guest list, the press list and the consent wording before the invitation goes out.
- Brief the content team on the shot list and the next-morning release.
Encore runs event marketing as part of its marketing service: the concept and audience, promotion, invitations and RSVPs, arrivals on the day and the follow-up. Press materials and media outreach sit in PR and media, and venue and cultural partners in partnership and collaboration.
Frequently asked questions
Do I need a permit for a corporate event in Dubai?
In most cases, yes. As of October 2026, the Department of Economy and Tourism requires a permit for entertainment, sport, charity, religious and business events, filed through the e-Permit portal by a Dubai-registered organiser or company. You need the organiser's passport copy, a venue no-objection certificate and details of every performer. The permit is issued within five business days of approval and payment.
How far in advance should I plan a corporate event in Dubai?
Allow about 16 weeks for a launch, conference or large dinner. That covers venue holds and contracts, the DET permit, talent and creator contracts, a full invitation cycle and the press plan. A small dinner can work on eight weeks. For early 2027, Ramadan is expected to start around 8 February, which shortens the time available before it.
What is the best month for a corporate event in Dubai?
For the 2026 to 2027 season, November to early February and late March are the strongest windows. Daytime temperatures were forecast to fall below 30°C in early November 2025, and winter lasts until mid-March, while summer regularly passes 40°C. Ramadan is expected from around 8 February to 8 or 9 March 2027, and Gulfood occupies Dubai World Trade Centre from 15 to 19 March.
Can you hold corporate events in Dubai during Ramadan 2027?
Yes, but plan the format around the month. The UAE's Astronomy Centre expects Ramadan 2027 to run from around 8 February to 8 or 9 March, and the Eid Al Fitr holiday is expected from 9 March. The city's social life moves to iftar and suhoor, so a client evening works better in one of those formats than as a launch party.
How much does a corporate event in Dubai cost?
It depends on the venue, guest numbers and production, so compare quotes line by line. Hotels often price event space as a food and beverage minimum spend, while Expo City lists starting prices from AED 10,000 to AED 90,000 as of October 2026. Add hotel surcharges, permits, talent, content and guest rooms, which averaged AED 579 a night in 2025.
Can I post photos of guests from a corporate event in the UAE?
Only with their consent. Article 44 of Federal Decree-Law No. 34 of 2021 lists photographing people without their consent among the ways of invading privacy, with fines of AED 150,000 to AED 500,000 and possible imprisonment. Put a consent line in the RSVP form, a notice at the entrance and an opt-out marker on guests, and check every image before publishing.
